  • Can competing bids be compared fairly?

A rough acquisition screen can tolerate more uncertainty than a fixed-price contract.


Evidence type 1: Photos

Photos work well when the condition is visible, location is clear, and the work is not heavily dependent on hidden dimensions or system diagnostics.

Useful examples:

  • damaged drywall;
  • worn flooring;
  • cabinet or countertop damage;
  • interior paint condition;
  • damaged doors or trim;
  • broken fixtures where replacement is straightforward;
  • visible exterior finish damage;
  • landscaping conditions.

What makes a useful photo set?

A strong photo sequence includes:

  1. Context photo — shows the room, elevation, or system location.
  2. Mid-range photo — shows the affected assembly.
  3. Close-up — shows the defect or detail.
  4. Scale reference — tape measure, known object, or stated dimensions where size matters.
  5. Adjacent conditions — nearby surfaces, transitions, access, or components that affect the scope.

A single close-up image can make a defect look clear while hiding everything needed to price the repair.


Evidence type 2: Video

Video is especially useful when the scope depends on relationships between spaces or components.

It can show:

  • room-to-room flow;
  • access paths;
  • ceiling height and layout context;
  • where a leak appears relative to plumbing or roof geometry;

Some scopes cannot be meaningfully compared without quantity.

  • linear feet of baseboard;
  • number and size of doors;
  • countertop dimensions;
  • roof area or geometry;
  • fence length;
  • room dimensions;
  • cabinet counts;
  • fixture quantities.

The point is not that the investor has to perform a professional takeoff. The point is that a quote for “replace flooring downstairs” is hard to evaluate when no one agrees on how much flooring is included.


Evidence type 4: Inspection or condition reports

Inspection reports are valuable for identifying conditions, but they should not automatically be treated as scopes of work.

Use them to answer:

  • What was observed?
  • Where is it located?
  • What did the inspector recommend?
  • What areas were inaccessible?
  • Which findings might need clarification?

Then create a separate work-oriented layer that determines:

  • whether action is required;
  • what action;
  • what resource or trade is appropriate;
  • whether additional evidence is needed;
  • whether the scope is budgetable yet.

Evidence type 5: Live remote walkthrough

A live video walkthrough can be a strong middle ground between static evidence and an in-person visit.

A reviewer can ask the person onsite to:

  • move closer to a condition;
  • open a panel or cabinet where safe and appropriate;
  • show the adjacent room;
  • measure a dimension;
  • turn equipment on;
  • demonstrate a failure;
  • show access;
  • clarify whether damage is isolated or repeated.

This can eliminate unnecessary site trips for some work while revealing when an actual site visit is still needed.


Evidence type 6: Site visit

A site visit becomes more valuable when one or more of these are true:

  • the condition is concealed or intermittent;
  • diagnosis is required;
  • dimensions are difficult to capture remotely;
  • access constraints materially affect labor;
  • multiple trades interact in the same area;
  • structural conditions are involved;
  • the scope depends on existing system capacity or configuration;
  • exact product matching is important;
  • the contractor cannot responsibly stand behind the scope without seeing it;
  • the investor needs a higher-confidence fixed price rather than a preliminary budget.

A site visit should be used because it reduces a real uncertainty—not simply because “that is how quotes are always done.”


A practical evidence ladder

Think of evidence in progressive levels.

Level 1 — Description only

Useful for initial intake, but usually insufficient for anything beyond broad triage.

Level 2 — Photos

Good for visible, bounded conditions.

Level 3 — Photos + measurements + narrated video

Often enough for clearer scope definition, remote triage, and some preliminary pricing.

Level 4 — Inspection/diagnostic evidence or live walkthrough

Useful when symptoms, systems, or relationships need interpretation.

Level 5 — Specialist or contractor site visit

Appropriate when the decision needs direct observation, diagnostics, exact measurements, or responsibility for a more certain scope.

The investor should climb the ladder only as far as the decision requires.


The “confidence statement” every remote scope should have

A remote scope should say not just what is included, but how the scope was established.

Example:

Scope based on inspection report dated [date], 18 property photos, narrated kitchen/bath walkthrough, and approximate measurements supplied by onsite representative. No wall cavities were opened. Subfloor condition beneath damaged flooring is unverified. Pricing should carry that condition as an exclusion or allowance until exposed.

This kind of statement is far more useful than pretending the evidence has no limitations.


When remote pricing becomes dangerous

Remote pricing is weak when:

  • the photo does not show location or scale;
  • the cause of damage is unknown;
  • one repair depends on another hidden assembly;
  • access is unclear;
  • quantity is unknown;
  • multiple systems may be involved;
  • the contractor is being asked for a fixed price despite material uncertainty;
  • the investor is comparing one detailed bid with one broad guess.

The answer is not always “schedule a site visit.” Sometimes the next step is simply to collect better evidence.


What this means for bid comparison

Two contractor prices are not comparable if one contractor saw the property and the other priced three photos with no dimensions.

Before leveling bids, normalize:

  • evidence available to each bidder;
  • scope version;
  • quantities;
  • selections and allowances;
  • assumptions;
  • exclusions;
  • known unknowns;
  • site-visit status.

A price difference may be an evidence difference rather than a contractor-price difference.
