Ordinary landscape cleanup and planting are different from regulated utility work. Florida DBPR says compensated irrigation installation that requires connecting lines to potable water needs a licensed contractor, while installing or repairing an irrigation system that already has a backflow preventer connected to the potable supply is listed differently. Any electrical, plumbing or other regulated portion of a landscape project must go to the appropriately licensed trade.

What a complete landscaping scope includes

The scope should describe the actual work package, not just the trade name.

  • areas to keep, remove, prune, replant or redesign
  • debris removal and bed cleanup
  • soil or bed preparation
  • plant, mulch, sod or material quantities
  • irrigation/drainage work when part of the project
  • initial watering, cleanup and aftercare responsibilities

What should be specific before pricing

Quantities, locations, selected products or clear allowances, preparation assumptions and restoration boundaries should be visible enough that two people can understand the same job.

The gaps that cause change orders

  • different plant sizes or quantities
  • different levels of bed preparation and weed/root removal
  • one quote includes disposal while another leaves debris onsite
  • one quote includes irrigation/drainage corrections and another assumes existing systems work
